Abstract

Creation of a compact government, decentralization of functions, and introduction of local self-governance system specify strict requirements to professionalism of the Kazakhstan civil servants which, ultimately, has a major impact on the government performance, the level of public confidence in the state, and the quality of public services rendered in any town or country.
France has gained considerable experience in the effective training of civil servants and officials of local government.
The French model of professional development of civil servants is characterized by significant investments in improvement of civil servants competence aimed at achieving the adequacy for their positions. Civil servants career advancement within the system is regulated on a centralized bases and has clearly defined stages.
Experience gathered by the country in the given area can be quite useful for Kazakhstan.
