ANALYSIS OF GOVERNMENTAL MANAGEMENT TOOLS FOR SOCIAL DETERMINANTS OF HEALTH USING THE EXAMPLE OF THE ONCOLOGY SERVICE IN THE REPUBLIC OF KAZAKHSTAN

The article provides a detailed analysis of state governance tools for the social determinants of health using the example of the oncology service in the Republic of Kazakhstan. The relevance of the study is justified by the need to improve management methods to reduce the incidence and mortality from cancer, as well as to improve the accessibility and quality of medical services. The methods used include comparative analysis of normative documents, study of international practices (UK, USA, Germany), data systematization, and content analysis. The article examines key aspects of healthcare development, including funding for oncology programs, mandatory health insurance, infrastructure development, and social support for vulnerable groups. Special attention is paid to the need for the introduction of telemedicine and interagency cooperation to improve the coordination of medical services, especially in remote areas.
The study results revealed the need to strengthen legislative regulation and adapt successful international practices, such as multidisciplinary teams and genetic testing programs. Practical recommendations include increasing public and private investments in oncology programs, developing professional training programs for healthcare workers, implementing telemedicine and mobile clinics, and updating legislative standards regulating the quality of medical services.
The article highlights the importance of a comprehensive approach involving the participation of the state, private sector, and international partners for effective management of the social determinants of health. It is expected that the proposed measures could reduce cancer mortality in Kazakhstan by 10% within the next 5 years.
