Abstract

In this article we analyze the development of the bureaucratic management in the Western Europe countries in the period from the beginning of the XIX century to the beginning of the XX century. It is considered that the beginning of creation of the modem bureaucracy was related precisely to the reform of the traditional public administration. The bureaucracy has adapted to the technological innovations. Totalitarian states, formed in the 3 and 4 decades of the XX century, combined the models of party and administrative powers into one, thus further ’improving’ the bureaucratic management.
