Information For Authors
General Requirements for Submission, Approval, and Rejection of Articles
- Only original articles that have not been previously published in other publications and are approved by all co-authors (if applicable) are eligible for publication in the Journal.
- The Journal accepts articles relevant to its thematic focus, prepared in Kazakh, Russian, or English, and formatted following the Journal's requirements.
- All submitted articles undergo a mandatory double-blind peer review process.
- The manuscript of a scientific article must be submitted to the editorial board by the corresponding author in electronic format (.doc, .docx, .rtf) ONLY through the submission functionality on the Journal's website (Open Journal System) at least three months before the publication of the next issue. The corresponding author is responsible for uploading the manuscript to the Journal’s website and must provide their full name, country, city of residence, workplace, position, academic degree, and title. In cases of co-authorship, the main author is listed first, and the corresponding author is marked with an asterisk (*).
- An author or co-author may publish an article in a journal no more than once a year.
- Manuscripts that do not meet the requirements will not be registered or considered further, and the authors will be notified accordingly.
- The corresponding author must provide a cover letter for publication in the Journal. In the cover letter, the author(s) confirm the originality of the work, state that it has not been previously published in print, electronic, or other open sources, and commit not to submit it for publication in other outlets in the future.
- During the manuscript review process, communication between the editorial office, the corresponding author, and reviewers is conducted via the electronic platform (Open Journal System) and, in specific cases, via email.
- The editorial board reviews submitted manuscripts, organizes peer reviews, and decides on publication/rejection within three months of the article's upload to the Journal's website.
- Initially, the submitted manuscript undergoes checks for compliance with the formal requirements for scientific articles in the Journal "State Administration and Civil Service" (See: Guidelines for Authors) and a plagiarism check.
Grounds for a Reasoned Rejection of Article Publication
The following may serve as grounds for rejecting an article:
- inconsistency of the submitted material with the topic and requirements of the Journal;
- negative review of the submitted material;
- identification of plagiarism or other forms of illegal borrowing;
- non-compliance by the author of the material with the current legislation on copyright and related rights;
- refusal to finalize the text following the reviewer's comments, etc.
The Journal does not publish:
- Materials authored and previously published in other outlets.
- Articles that do not present new information compared to previously published results, or those containing factual, historical, or other errors that cannot be corrected, as well as articles with assertions and hypotheses that directly contradict established scientific facts.
- Literary, artistic, or journalistic works of any kind, including those on scientific topics.
- Materials containing insults, defamation, or knowingly false information regarding individuals or entities.
Article Formatting Requirements
- Articles submitted for consideration must present the results of original research, written in an academic style, aligned with the scientific and thematic directions of the Journal, and contextualized within contemporary domestic and international research on the subject.
- Scientific articles and reviews submitted to the editorial office must not have been published or intended for publication in another outlet.
- Articles must meet the following criteria:
- Relevance: The work must address the Journal's priority scientific directions (importance, applicability of ideas, methods, and technologies described in the article).
- Scientific Novelty: Originality of ideas and solutions to the research tasks posed.
- Structure: Logical, sequential, and cohesive presentation of material.
- Significance: The importance of the main research findings (results presentation, theoretical and practical significance, conclusions, scientific and practical value).
- Literary Quality: Clarity, adherence to academic style, and linguistic and stylistic norms.
- Formatting Quality: Compliance with the Journal’s editorial requirements, use of terminology, inclusion of keywords, abstracts in three languages (Kazakh, Russian, English), and a reference list.
- Legal Compliance: Adherence to the legislation of the Republic of Kazakhstan, particularly regarding intellectual property protection.
- The article must include:
- Problem Statement: Presentation of the problem in general terms and its relevance to significant scientific or practical tasks.
- Analysis of Previous Research: Review of prior studies and publications addressing the problem, highlighting unresolved aspects that the article seeks to address.
- Article Objectives: Formulation of the goals and tasks of the article.
- Main Research Content: Detailed presentation and justification of the obtained scientific results.
- Conclusions and Perspectives: Conclusions from the research and suggestions for future studies in the same area.
- Article Structure
UDC and MRNTI Codes
The manuscript must include the UDC index and the IRSTI (Interstate rubricator for scientific and technical information) code, which should be placed to the left above the article title.

Title
The article title should be concise yet informative and must not contain abbreviations. It should be provided in Kazakh, Russian, and English (bold font, size 16 points) and separated from the author information by a blank line.
Authors’ Initials, Surnames, and Affiliations
Information about the author(s) must be submitted in a separate file named “author_xxxxxxxx,” where “xxxxxxxx” represents the first eight letters of the first author’s surname in Latin transliteration.
Before submitting the article, ensure that no information identifying you or your co-authors is included in the manuscript. Failure to comply with this requirement complicates the coding process and delays peer review. Articles containing author information within the main text may be rejected or sent back for revision during the registration stage.
Personal details about the author(s) should be listed in the following order, separated by commas, and placed before the article title:
- First name, patronymic (if applicable), surname.
- Academic degree/qualification.
- Academic title.
- Position and place of work (the fully translated, official name of the organization, including the supervising institution).
- Address, country.
- ORCID, Scopus ID, ResearcherID (if available).
- Contact phone numbers.
This information must be provided in three languages (Kazakh, English, and Russian), italicized, with names written in bold (e.g., Askar OMAROV). Information blocks for each co-author should be separated by a semicolon.
Abstract
The abstract (100–250 words) should be provided after the article title in Kazakh, Russian, and English, beginning with the language in which the article is written. The abstract should reflect the article’s structure (brief problem justification, materials and methods, results, and discussion). It must not contain undefined abbreviations.
Keywords
Provide 5–7 keywords or short phrases that can be used to search for the article, define its subject area, and assist with indexing.
Introduction
The introduction outlines the general theme of the research, the objectives and tasks of the planned work, its theoretical and practical significance, and its relevance. It discusses the theories, concepts, and ideas that contribute to key debates in public administration, economics, international relations, and public policy development. The introduction also highlights the most notable and authoritative publications on the topic and identifies unresolved issues.
Materials and Methods
This section describes the methods used to obtain results, including data collection, processing, and analysis techniques.
Results (Classification)
The results section provides a description and interpretation of the experimental or theoretical findings (data) obtained during the research.
Discussion and Conclusions
This section formulates conclusions and discusses the implications of the findings, including comparisons between the author’s results and those of other researchers. It also identifies the main directions for future research and provides recommendations in the field.

A reference to the source of funding for the research, if any, should be included.

References
In articles written in Kazakh or Russian, the list of references should have the standard subheading «Әдебиеттер тізімі» / «Список литературы», in articles in the English language “References”.
The list of sources used should be presented in the language in which the article is written and in the generally accepted English transliteration (on the websites http://translit.ru either https://transliteration.pro/bsi from Russian to Latin, https://qazlat .kz from Kazakh to Latin).
The use of automatic page-by-page links is not allowed. The list of references should contain at least 10 sources, including 5-7 sources from the last 3-5 years, including from the Scopus database and the Web of Science.
For in-text citations please indicate references by number(s) in square brackets in line with the text in accordance with GOST 7.1-2003 "Bibliographic record. Bibliographic description. General requirements and rules", adopted by the Interstate Council for Standardization, Metrology and Certification (Minutes No. 12 of July 2, 2003).

- The article (excluding the title, author information, abstract, keywords, and bibliography) must be at least 4,000 words and no more than 7,000 words (with spaces and footnotes), submitted in electronic form (documents are accepted in *.doc, *.docx or *.rtf formats) in compliance with the following parameters:
- Arial font, font size of the main text - 11 pt, figures, diagrams - 10 pt, line spacing - single;
- left margin - 2.5 cm, right - 2.5 cm, top and bottom margins - 2 cm;
- tabular footnotes are placed under the table, footnotes (asterisks) in the text are placed at the bottom of the corresponding page;
- references to literature in the form of footnotes at the bottom of the page are not allowed.
- The article should not contain appendices (allowed in exceptional cases in a volume not exceeding 1 page with parameters similar to the main text of the article).
- The quality of illustrations should be at least 300 dpi. All figures, diagrams, tables and other illustrative material are placed inside the text file. Coordinate axis captions, diagram segments and other text elements of illustrations are formatted using the Arial font only. If other fonts are used, the illustration will not be published.
- The content, all digital data and materials of the article sent to the Journal must be carefully verified by the authors.
- The text must comply with the stylistic, spelling and syntactic norms of the corresponding language (Kazakh, Russian or English). Low text quality may be grounds for rejecting the article from publication.
- Authors are strongly advised to ensure that the order of authors is indicated correctly. No changes to authorship are allowed after an article has been accepted for publication.
- In order to ensure the quality of published materials and compliance with copyright, all incoming articles are checked through a specialized electronic plagiarism detection system; articles with at least 80% original text are accepted for publication.
- The Journal Owner and the editorial board are not responsible for the accuracy of the information provided by the authors of the study.
- The author (authors' group), sending the manuscript of an article to the Journal, accepts personal responsibility for the originality of the research, the correctness and accuracy of the data, facts, quotations, proper names, geographical names, surnames, initials and other information provided by them, as well as for the placement in the article of data that is not the subject of open publication, and instructs the Journal Owner to make the work public by publishing it in print.
- By submitting the text of an article for publication in the Journal, the author guarantees the accuracy of all information about himself, the absence of plagiarism and other forms of illegal borrowing in the manuscript of the article, the proper execution of all borrowed text, tables, diagrams, illustrations.
- The author guarantees that he has exclusive rights to use the material submitted to the Journal. In the event of a breach of this guarantee and the presentation of claims in connection therewith to the owner of the Journal or the editorial board, the author undertakes to settle all claims independently and at his own expense. The owner of the Journal and the editorial board shall not be liable to third parties for the violation of the guarantees given by the author.
- Submission of materials for publication in the Journal means the author's consent to the above requirements.
- When reprinting materials, a reference to the Journal is required.
- Non-compliance of the submitted material with all of the above formal requirements may result in its rejection at the registration stage.
- The decision on publication of the article is made by the editorial board. Editorial corrections or cuts may be made to the text of the article without the author’s consent.
