Development of corporate culture as a tool for improving the efficiency of civil servants

The article is devoted to the study of corporate culture in local executive bodies. The authors analyzed the results of a survey of civil servants over the past two years, which allowed them to form an idea of the degree of satisfaction of employees with the existing corporate culture of the state body and identify vulnerabilities, including labor standards, moral and psychological climate, lack of specialists, employee remuneration system, etc. Based on the results of the study, practical recommendations are given to improve the culture through the establishment of key target indicators for the heads of the apparatus for compliance with the working regime, determining the optimal number of personnel by conducting a functional analysis, using a secret ballot system when determining a candidate for promotion, as well as covering the lower levels of management of local executive bodies with an independent position of an ethics commissioner.
