Web-sites of executive authorities as a modern instrument of communicative policy of the Republic of Kazakhstan

The paper has a goal to study websites of government institutions representing executive branch of power in the Republic of Kazakhstan as an instrument of communicative politics. Applying structural content analysis, the author provides a detailed consideration of contextual and technological factors influencing attendance rate of websites and fucnctional efficacy. Further, using multiple regression analysis the study provides hierarchy of factors determining involvement of users and efficacy of communications. As the result of implemented research there are recommendations, observations and conclusions for governmental institutions and academic community regarding feedback with audience, barriers for people with disabilities, and factor of digital inequality. Finally, the study outlines perspectives for future research.
