Some issues of decomposition of target indicators in the documents of the state planning system of the Republic of Kazakhstan

This article examines systemic problems in the field of state strategic planning in the Republic of Kazakhstan. Despite the changes made to the state planning system, a number of problems remain regarding the decomposition of goals, target indicators, the problem of systemically linking financial support for the implementation of strategic documents of the state planning system, and the complexity of the strategic planning architecture.
To conduct the study, the decomposition of target indicators into lower-level documents of the planning system was considered, namely, as an example, the second National priority “Affordable and effective healthcare system”. The study revealed that when planning target indicators, the hierarchy of strategic documents and its decomposition in the strategic plan of the Ministry of Health of the Republic of Kazakhstan were not observed.
The results of this study can be used in developing development plans for government agencies, at the same time, in developing documents for the state planning system, as well as for conducting in-depth scientific research in the field of strategic planning.
