Project Management in the field of Urban Improvement

Abstract

The article examines the public administration system in the field of implementation of project management in the sphere of urban improvement. The author identifies the main technologies for urban improvement, the place and possibilities of application, taking into account the project territory allocated for this. The scientific novelty of the study lies in the proposed ten indicators used to calculate the urban environment quality index for cities of the Republic of Kazakhstan. The work surveyed Shymkent city residents to assess the improvement of the city and courtyard areas. The results of the study showed that it is necessary to improve the urban environment, that is, to introduce a methodology for assessing government projects for the improvement of the city territory. It is proposed to adopt the «Standard for the involvement of citizens in resolving issues of the development of the urban environment», as well as to carry out an annual calculation of the quality index of the urban environment on a five-point scale, where 1 point is low quality, 5 points is high quality. In total, the points that a city can receive are 300 points; the proposed assessment will provide funding for those cities that were found to be unfavorable for living in the rating.
