To the Issue of Civil Servant’s Image

The article gives a retrospective content-analysis of the process of forming the image of a civil servant in Kazakhstan. There are considered the reasons and conditions for the emergence of the primary image of a civil servant, existing in the mass consciousness a priori, and the image adjusted, formed on the basis of knowledge and personal experience of citizens. It is concluded that the negative stereotype of civil servant's perception significantly limits the potential of modernization processes. The author proposes some measures to overcome the gap between the ideal and real image of civil servants, associated with changes in the legal and social component of civil service.
