Technical regulation of food quality: the theoretical basis in the context of neo-institutional approach and the Russian experience

This article discusses the conceptual foundations of technical regulation. Shows the influence of both normative and theoretical concepts, such as theories of private, public interest and the neo-institutional approach to the formation of the principles and tools of technical regulation. Characterized by the transformation of the system of technical regulation in Russia since 2002, associated with attempts to deregulate the economy, but which had a negative externalities in the form of lower food quality. Presented arguments in favor of ambiguity efficiency of the existing system of standardization and regulation in Russia in terms of “economy agreements.” The typology of institutions, affecting the quality of the food. In conclusion, shows the importance of an active state policy in the sphere of technical regulation, designed to ensure the safety and quality of food representation by regulation to ensure the legitimacy of institutions.
