Green Economy Development. Kazakhstan and Foreign Experience

Abstract

World experience of stimulation of transition to «green economy» is described. Factors of development of sector of «green economy» are shown. The main directions of reforming of policy of the state and creation of new incentives, strengthening’s of infrastructure of the market and market mechanisms, the redirections of the state investments. Sources are analyzed and concept «green economy» definition is given. Methodical aspects of stimulation of transition to «green economy» are shown. Instruments of state regulation in sectors of «green economy» are specified. Sustainable development are not allowed alternatives and therefore at all levels (from local to global) should be guided by the principle of environmentally responsible economic activities, especially where executed large-scale projects which may have an impact on the regulation of biotic processes, not only regionally but also at the planetary level.
