EXPERIENCE AND PROSPECTS FOR THE IMPLEMENTATION OF PROJECT MANAGEMENT IN PUBLIC MANAGEMENT IN KAZAKHSTAN

The problem of the research is related to the fact that the Republic of Kazakhstan needs to improve the application of project management in solving various types of public management problems, including strategic planning and management. This problem is especially relevant given the unsuccessful experience of implementing the first list of national projects adopted in 2021 and prematurely put on hold at the end of 2023. The purpose of the study is to identify problems and areas of application of project management in public management in the Republic of Kazakhstan. Materials and methods: The article examines regulatory acts, theoretical sources, including an analysis of foreign experience, as well as published indicators of the implementation of national projects. Results and discussion: In an attempt to implement the project approach in Kazakhstan in 2021-2023, national projects were adopted in key development areas, which replaced state programs. But errors and problems in planning, implementation, control, and formation of a project management system did not allow these projects to be implemented, as a result of which the first, most cumbersome projects were canceled. Work is currently underway to improve the project management system, and ways to develop and improve this system are proposed. The author of the article proposed the implementation of a project system on a three-level basis with an effective system of selection, monitoring and audit, and public reporting.
