Mediation as a Tool for Effective Public Administration: International Experience

The proposed study provides an in-depth analysis of the evolution of mediation in Kazakhstan, tracing its path from the ancient traditions of steppe diplomacy to the modern institution of conflict resolution. The work is based on a thorough study of historical sources, the legislative framework and practical examples of the use of mediation in various spheres of public life.
The study demonstrates that the traditions of peaceful settlement of disputes and conflicts have deep historical roots in Kazakh society. The Biy Institute, the Council of Elders, played a key role in resolving disputes and maintaining social harmony. Steppe diplomacy, based on the principles of mutual respect, dialogue and the search for compromises, has also had a significant impact on the formation of mediation traditions.
The study analyzes in detail the legislative framework governing mediation in Kazakhstan. Special attention is paid to the role of the State in supporting and developing this institution. The purpose of the study is the need for professional implementation of mediation both in various spheres of public life and in the system of public administration.
