Economic Assessment of the Quality of Human Capital (on the example of East Kazakhstan region)

This study covers the issues of the quality of human capital and presents its economic assessment on the example of the East Kazakhstan region. To do this, the article analyzes the dynamics of labor productivity and wages of the region's population based on the application of an integrated approach using statistical and analytical analysis methods, as well as examines the development of the region's education and healthcare system.
The study revealed the presence of intersectoral and intra-sectoral differentiation of wages of employees in the region, including between professional groups of workers, which causes a structural imbalance in the employment sector and the labor market. To reduce such differentiation, it is important to improve the system of regulating wage growth rates in socially significant economic activities, namely, in the field of education and healthcare, for which the authors have developed a system of differentiated interest rates for increasing wages of employees of socially significant economic activities of East Kazakhstan region, for the implementation of which based on the application of methods of economic and mathematical An approach using multi-agent modeling has been developed for the analysis, requiring the development and application of special subprograms to a multi-agent regional system.
