Controversial Issues on Integrated Water Resources Management in Central Asia and Ways to Solve Them

The article is devoted to the study of the situation in the field of water resources use of transboundary rivers in Central Asia, special attention is paid to the factors influencing the formation and implementation of policies of Central Asian countries in this area. The relevant legal documents of the Central Asian states are compared with the international legal framework for regulating conflict situations in the field of water resources of transboundary rivers. The reasons for the failures in the creation of a multilateral mechanism to resolve disputes between Central Asian countries in the use of water resources of transboundary rivers are analyzed.
The emphasis is placed on the issues of incompleteness of the institutional environment of water resources management, inconsistency of interests of Kazakhstan, China and Russia. There are also some solutions that each of the basin countries has chosen, and the absence or insufficiency of regulatory and legal norms for their coordinated implementation.
