Innovative methods reconstructing the declarative management paradigm

Abstract

The article provides an analysis of typical examples of public administration practice in the Republic of Kazakhstan, reflecting the applied methods, principles and approaches. The analysis is carried out using objective logical methods, abstract-concrete coordinates of thinking, the speculative language of functional symbolic images of thought and dialectical ontocell. The principles of functional-systemic integrity and functional-resource balance of the natural world, a model of dialectical analysis of subjects of thought, a model for calculating the effectiveness of market interaction of countries, methods of systemic, positional-functional interaction of subjects in the logic of unconditional development of the country are constructed and recommended for use by key subjects of the country's development. The concepts of country and economy have been updated. Based on the calculation of the consequences of management decisions made using the built models, it was concluded that the main reasons for unemployment, corruption, inflation, consumer price growth, impoverishment of the population, loss of technological and economic independence of the country are the application of a declarative management paradigm and the lack of ability of key actors to system thinking and positional-functional interaction.
