Local self-government in rural areas: problems and prospects

The relevance of the problem stated in the article is due to the fact that world experience shows that the development and well-being of the state at the same time largely depends on the development of the institution of local self-government in the country, on its independence in solving local problems.. The purpose of the research is to reveal the essence of the key problems that, according to the author, make it difficult to effectively implement the institute of local self–government in rural areas of Kazakhstan. The theoretical basis of the research is the analysis of the essence and structure of the institute of local self-government. The author comes to the conclusion that the main problem of the development of local self-government is the lack of autonomy, the low revenue part of the budget of local self-government and the low level of activity of residents. The practical significance of the research lies in the fact that theoretical ideas, proposals and conclusions can be used by state bodies in the development of regulations aimed at improving the institution of local self-government in the Republic of Kazakhstan. The subject of this article can be called the provisions of local legislation in the Republic of Kazakhstan. The work is a new comprehensive study of the development of local self-government in the Republic of Kazakhstan. Based on the analysis, it is planned to develop scientifically sound proposals and recommendations to improve the efficiency of the organization of research procedures.
